Maybe it MULITPLIES things. He was going to use it on an orphanage so that there would be more facilities for the orphans.

What would NavSea or ATK http://www.atk.com/CorporateOverview/corpover_missiongroup.asp want with a warhead that does more than blow something up?
Radical did only say, "...shoot it at an orphanage...," rather than "blow up an orphanage." So it's something that can be used either tactically or to the benefit of orphans...
Perhaps it accelerates aging/physiological development?

Now, Dan McNinja looked at a printout and told Doc that "a warhead suitable for your purposes is actually shipping out tonight." If there was something weird about the warhead, why wouldn't Dan tell his son about it?

Oh, no doubt it'll work. It just won't 'explode' per say. Like, maybe Radical was going to shoot it at the orphanage, and he was going to detonate it before it reached there, and boom. Presents and/or candy everywhere. Radical gift delivery.
It's just, well, The Doc is just going to end up having the presents explode IN the spaceship.
Or it's just an EMP warhead, and the orphans were being mind controlled by machines.
